It corrects from 140V to 270V and holds a usable output across that window. Below 140V it cuts out to protect the load rather than pass an unsafe voltage through. Buy for the worst voltage your area actually sees, not the average — if your supply falls below 140V in summer, ask us for a wider-range model.

Yes. The output is held off for a few minutes after supply returns, so the compressor never restarts before refrigerant pressure has equalised — restarting into unequalised pressure is what kills compressors.
